Some clans have a lore master. Some have a rhetoric coach. And some have both wrapped up in a body that produces flames when a bit overwrought. Or, maybe that is just the Paragon set of Lockharts; in any case, this gentleman is constantly coaching the younger Lockharts into a more cerebral expression as opposed to frying, crushing, smashing, or otherwise smiting everyone in sight. Fergus Lockhart happens to be a very successful speechwriter and rhetoric coach (when he doesn't reduce the speeches to ash) who answered the call for justice in Paragon City. The flames he produces are... visual aids.
