You can buy anything on Ebay. Including a "failed" super-serum sold by a scientist who thought it was useless. Maybe it was the alcohol. But, apparently, if you take the stuff on the longest night of the year, add a few shots of vodka, and sit down to read a bad horror book, sometimes the stuff gets around to working. Thus, a young reporter by the name of Silvia Blue gained the ability to form ice even on the warmest of days. Who'da thunk? Just don't call her an "ice princess."
